Strengthening access to justice, rule of law and promoting human rights are cornerstones of UNDP’s work to achieve sustainable human development. The UNDP Pacific Office in Fiji is implementing projects as part of an overall programme in these areas including the Fiji Access to Justice Project and the Rights, Empowerment and Cohesion for rural and urban Fijians Project.   The Fiji Access to Justice Project supports access to justice for impoverished and vulnerable groups through empowering people to access legal rights and services through the relevant key justice institutions, in conjunction with strengthening those key justice institutions to undertake improved service delivery.  The Rights, Empowerment and Cohesion for rural and urban Fijians Project promotes peace building, social cohesion and inclusiveness through awareness of rights, access to services and institutional capacity building in Fiji.

The position of Graphic Designer and Advocacy Associate, Access to Justice, Rule of Law and Human Rights, will work within the Access to Justice, Rule of Law and Human Rights programme and will be based in the UNDP Pacific Office in Suva, Fiji.   The incumbent will be required to travel throughout all of Fiji on a regular basis as part of the outreach (awareness raising and service delivery) activities.

As part of the Effective Governance Team; and under the overall guidance of the Programme Manager, Access to Justice, Rule of Law and Human Rights; the Graphic Designer and Advocacy Associate is responsible for graphic design, advocacy & community consultation. In addition, this position will provide graphic design and advocacy support to the Effective Governance Team overall.

Duties and Responsibilities

Ensures the delivery of creative and innovative ideas for print, electronic, web-based and animated presentations:

  • Develop creative and innovative advocacy materials through consultation with key stakeholder groups involved in the outreach activities;
  • Develop required graphic advocacy materials that promote the awareness raising of SDGs particularly to SDG 5 and SDG 16;
  • Ongoing implementation of the graphic designing strategy through the conduct of trainings and as well through the coordination of relevant expert trainers to undertake some components;
  • Ongoing refinement of graphic designing strategy and training materials;
  • Maintain a graphic designing package to enable a sustainable and application of advocacy materials with key stakeholders in the future.

Ensures effective layout and design the reporting, information and communication materials (banners, posters, booklets, leaflets, books, calendars, bulletins, flyers, CD / DVD packaging, reports and infographics) for printing and electronic distribution:

  • Review existing knowledge and advocacy products developed for outreach activities;
  • Based on the review oversee the improvement to and development of new knowledge and advocacy products for outreach activities;
  • Oversee the ongoing application of knowledge and advocacy products during outreach activities;
  • Ongoing improvement to knowledge and advocacy products; and
  • Maintain a final portfolio of knowledge and advocacy products to enable a sustainable utilization and application by stakeholders in the future.

Improve and edit art-work, photos, charts and other graphic elements

  • In consultation with all stakeholders, including graphic designers in government to develop advocacy materials such as art-work, photos, charts and so on;
  • Oversee the logistical planning and procurement for advocacy materials;
  • Manage and as necessary conduct advance missions for outreach activities; and
  • Engage with a broad range of stakeholders to develop partnerships and expand the scope of awareness materials such as brochures, videos, posters, etc.

Deliver creative graphic and technical solutions for use of new media (virtual 3D words/boxes, postcards):

  • Oversee the conduct of creative and technical solution in the use of media (virtual 3D words/boxes, postcards);
  • Manage and respond to a range of contingencies relating to the creation of graphic and technical solution in the use of innovative media modes;
  • Work closely with key stakeholders, including graphic designers from government and non-governmental organization in the development of graphic and technical solutions for advocacy materials relating to SDGs;
  • Oversee the communications and visibility materials relating to advocacy activities; and
  • Ensure appropriate results based monitoring of advocacy materials.

Undertake field work and community consultation in support of the outreach programme activities

  • Support the conduct of outreach activities;
  • Provide technical support to a range of contingencies that may arise during outreach activities;
  • Support the coordination of the outreach mission with all key stakeholders, including senior government officials and non-government organization officials;
  • Oversee the communications and visibility aspect of outreach activities;
  • Support the appropriate use of result based monitoring of outreach activities

Required Skills and Experience


  • Secondary Education with preferably a Tertiary Qualification on Graphic Design and Advocacy.


  • Minimum 2 years of progressively responsible experience in the planning, coordination and conduct of development related activities;
  • Experience in graphic designing and advocacy materials with demonstrated experience on SDGs and community based development associated training materials;
  • Demonstrated ability of the application excellent interpersonal and communication skills applied at both the community levels and graphic designers in government and non-government organisations;
  • Cultural and gender sensitivity and ability to actively promote gender equality in all aspects of professional work;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.);
  • Knowledge of and experience with UN / UNDP results based management policies and procedures desirable.

Language Requirements:

  • Fluency in English, with fluency in iTaukei and/or local Hindi being an asset.
